Card rates
Card rates are the share of a pack's pool, or of a print run, that falls in each rarity or value tier, as the maker or site publishes them. They describe what is inside a product.
In more detail
A card rate is product information. For a pack from a maker it says how often a rarity turns up across the packs printed; for a rip site's pack it says what share of the pool sits in each tier. Either way it is a statement about the contents.
For Pokémon cards, Bulbapedia explains that a card's rarity describes how hard that card is to get in each set, and that it usually matches how often the card turns up in packs, though some cards are more common or rarer than their rarity says.
Read the source of the figure. A maker's or site's published numbers are one thing, and community counts from opened packs are another. Ask which you are reading, for what set or pool, and from what date.
