Semi-rigid holder
A semi-rigid holder is a clear plastic holder for one card that protects it more than a soft sleeve does, and CGC and TAG both ask for one when you mail them cards.
Also called Semi-rigid card holder.
In more detail
A semi-rigid holder sits between a soft sleeve and a hard toploader. BCW's Semi-Rigid Card Holder #2 is clear PVC, measures 3 by 4 1/2 inches outside and holds one standard card. Cardboard Gold's Card Saver I is another, and TAG names it in its packing guidelines.
CGC asks for each card in a protective sleeve and then a semi-rigid sleeve sturdy enough for its staff to take the card out safely. TAG requires a semi-rigid holder of 3 5/16 by 4 7/8 inches, such as a Card Saver I, and asks you not to send cards in toploaders, one-touch magnetic cases or screw-down holders.
Cardboard Gold, a holder brand that sells the Card Saver I, rates it ahead of a toploader for storing, mailing and submitting cards, and the toploader ahead for display, thick cards and rigid protection. Do not tape a semi-rigid shut before you send it to TAG, which says tape and stickers can slow its receiving team.
